新华网华盛顿9月3日电 (记者杨晴川) 来自加勒比海的5级飓风“卡特里娜”8月25日在美国登陆,8月29日袭击墨西哥湾沿岸地区,给路易斯安那、密西西比和亚拉巴马等州造成巨大破坏,整个受灾范围几乎与英国国土面积相当,被认为是美国历史上损失最大的自然灾害之一。
面对这一历史罕见的天灾,美国政府采取多项紧急措施,挽救生命,赈济灾民,逐步展开灾后修复和重建工作。
美国总统布什8月29日宣布路易斯安那和密西西比两州为灾区,以便动用联邦资金。他8月31日提前结束休假返回白宫,宣布成立以国土安全部长切尔托夫为首的内阁救灾小组,总体协调各有关部门的救援行动,同时委派联邦紧急措施署署长布朗负责现场救灾事宜。当天,为弥补飓风造成的灾区原油供应不足,布什宣布同意动用战略石油储备。
美国军方也投入救灾,派出4艘军舰向灾区运送物品,为其历史上规模最大搜救行动之一,同时决定在灾区部署3万名国民警卫队成员。
为了给救灾工作提供财政保障,美国国会于本月2日紧急通过了一项总额为105亿美元的紧急救灾拨款法案,并在当天由布什总统签署实施。布什同时邀请前总统克林顿和老布什出面领导救灾募捐活动。
为加强救灾人力,布什3日下令向南部飓风灾区增派7200名现役军人,与已在灾区的4000名现役军人一道参加抢险救灾。与此同时,五角大楼也宣布再向灾区派遣1万名国民警卫队成员。这些部队都部署到位后,美国投入救灾的总兵力将达到5.12万人。
美国劳工部2日宣布拨款5000万美元,在密西西比州灾区创造1万个灾后重建工作岗位,安置当地在飓风灾害中失业的人。美国交通部也安排铁路部门提供列车帮助灾民撤出灾区,15家航空公司也获准进入灾区运送灾民撤离。
布什3日表示,目前救灾工作是联邦政府的首要任务,并将及时针对失误做出改进,在没有完成任务前政府不会“休息”。
此次飓风不仅造成了巨大的生命财产损失,也导致了空前的人道主义灾难,数十万人被困灾区。仅路易斯安那州新奥尔良市就有6万至8万人被困在洪水淹没了80%的城市中。在等待救援的过程中,城市陷入一片混乱。目前1400名国民警卫队人员已进驻该城,局势已基本平静。到当地时间3日晚,已有4.2万名灾民在援救人员的帮助下安全撤离。
在其他受灾地区,救援和灾后修复工作也正在陆续开展当中。美国国土安全部长切尔托夫3日宣布,国民警卫队已从灾区救出了9500人,同时已有10万名灾民得到了人道主义援助。得克萨斯等10多个州已经开始接纳从灾区撤出的灾民。
然而,由于此次飓风破坏力极大,美国将面临空前严重的损失,救灾和重建工作任重而道远。目前,已确认的死亡人数为198人,失踪人数超过2万。许多人认为最终死亡人数可能数以千计,数十万人流离失所,接近或甚至超过1900年造成上万人死亡的“加尔维斯”顿飓风。
据国际风险评估机构RMS估计,此次飓风至少毁坏了15万处产业,损失金额在250亿至1000亿美元之间,将成为美国有史以来经济损失最大的一次自然灾害。飓风还造成大约500万户居民停电,在两个月内无法全部恢复,而要排干淹没新奥尔良全城80%的洪水则需要36至80天。此外,飓风给美国民众造成的心理创伤也是短时间内难以平复的。布什曾表示,要完成灾后重建工作,可能需要几年时间。
