作为支行的一个核心部门，一定要强化制度建设，加强监督与考评。首先是领导者自身要主动接受大家的监督。通过建立结构合理、程式严密、制约有效的权力执行机制，使领导与下属之间、工作人员与工作人员之间相互监督，领导者的权力与客户经理的权力公开透明，不要搞什么隐蔽性执行，从而最大限度的调动广大组织成员的积极性。
制度建设不仅包括操作程式的制度建设，也包括内部管理的制度建设。
没有一个严密的操作制度，是经不起检查和审计的，只能是赶场子似的亡羊补牢，增加无为的工作时间与工作量，浪费人力、物力和财力。管理的缺失，危害是最大的。这将导致方方面面关系的分崩离析。作为信贷业务的后续业务，档案是重中之重。档案遗失或档案资料泄露，绝非小事，一旦出现问题后果不堪设想，贷款档案必须按时保质保量进行移交归档，随借随还，不可拖泥带水。档案柜被撬，要及时上报，如果不能及时加以维修，实在令人费解且可怕。还有管理物品的遗失问题，都是管理制度不健全所造成的。
总之，作为中层的领导者要努力提高自身的素质，把提升“领导力”作为自我监督的重要内容，既要练内功，也要练外功；要恰当地运用权力因素与非权力因素，树立权威使组织成员凝聚在自己周围；既要加强学习、提高素质；又要树立良好形象，加强管理。要注重严于律己，以身作则，以领导魅力带动、影响、促进广大者组织成员改进工作，为实现企业的共同目标而努力奋斗！
