9月16日在尼泊尔—巴拉特人民论坛（Nepal-Bharat Janamanch，一个印度和尼泊尔的左翼团体）于德里组织的会议上发表演讲时，普拉昌达总理说制宪会议将讨论在一年半内建立人民共和国的问题。

普拉昌达总理说尼共（毛主义）在寻求另外一种制度以取代当前的议会制度，他们党想在尼泊尔采用一种新的民主模式。并说他们党同资产阶级、现状维持派和封建地主阶级在意识形态领域的斗争将会继续下去。

普拉昌达担心尼泊尔会产生专制，他怀疑帝国主义和更大的权力中心可能会干涉尼泊尔。

Stating that the ultimate goal of the Maoist party is to institutionalize the People's Republic in the country, Prime Minister Pushpa Kamal Dahal Prachanda said, "The parliament will discuss on "people's republic" within the next one and half year".

Addressing a gathering organized by the Nepal-Bharat Janamanch, an organization of leftists of India and Nepal in Delhi yesterday PM Dahal said the Maoist party is seeking alternatives for the existing parliamentary system.

He also sought support from Indian communist groups for establishing a different kind of governance system in Nepal.

Meanwhile, talking to reporters here, Prachanda said his party would neither go for parliamentary system nor adopt the communist system.

He lauded India's role in Nepal's peace process. "The government would not let Nepali territory become a ground to protest against any neighboring country," he said. "My visit is a success to dispel the confusions and suspicions surfacing in both countries."
