大家好！欢迎出席本次“蓝厅论坛”。
Good morning
and a big wele to the Lanting Forum.

12月4日至5日，我们将迎来中非关系史上一个重要时刻——中非合作论坛约翰内斯堡峯会在南非举行。习近平主席将同南非总统祖马共同主持这一峯会，50个非洲国家的元首、政府首脑或代表以及非盟委员会主席将共聚一堂。今年适逢中非合作论坛成立15周年，首次在非洲大陆举办的这一峯会，对中非关系发展具有承前启后的里程碑意义。
On 4 to 5 December
we will usher in an important moment in the history of China-Africa relations. The Johannesburg summit of the Forum on China-Africa Cooperation (FOCAC) will be held in South Africa. President Xi Jinping and South African President Zuma will co-chair this summit. The heads of state and government and representatives of 50 African countries and President of the AU Commission will gather together at the summit. The summit coincides with the 15th anniversary of FOCAC
and will be the first summit of FOCAC taking place on the African continent. It will be a milestone on which to build on past achievements and herald the future of China-Africa relations.

中非关系在中国外交中一直占有重要的位置。在中国外交的整体布局中，发展中国家是基础，非洲作为发展中国家最为集中的大陆，可以称为中国外交“基础中的基础”。
China-Africa relations have always had an important place on China’s diplomatic agenda
and developing countries constitute the basis of China’s overall diplomacy. Africa
being home to the biggest number of developing countries
is truly a major part forming the very basis of China’s diplomacy.

中非友好是中国外交的传统，也是值得珍惜的财富。2013年，习近平主席就任国家主席后首次出访就选择了非洲，提出真实亲诚的对非政策理念和正确义利观，郑重宣布中国愿永远做非洲国家的可靠朋友和真诚伙伴，为中非关系发展指明了方向。2014年，李克强总理访问非洲，提出中非开展“六大工程”和“三大网络”合作倡议，为中非合作规划了蓝图。
Friendly relations with Africa form a good tradition of China’s diplomacy. It is a valuable asset for us to be cherished. In 2013
President Xi Jinping chose Africa as the destination of his first foreign visit as the president of China
where he put forth the principles of sincerity

affinity and good faith guiding China’s policy on Africa
and called for taking the right approach to justice and interests in developing China-Africa relations. President Xi Jinping stated that China will forever be African countries’ reliable friend and sincere partner. All this has charted the course for the development of China-Africa relations. In 2014
Premier Li Keqiang visited Africa and raised the cooperation initiatives involving six key projects and three major neorks
drawing up the blueprint of China-Africa cooperation.

当前，中非双方对中非关系的顺利发展既感到满意，又充满期待，认为中非合作互有需要、潜力巨大、空间广阔，应与时俱进、开拓创新、提质增效，实现新的更大的发展。为此，中非双方一致同意把今年在南非召开的论坛第六届部长会升格为峯会，共商新形势下中非合作的长远大计，可谓恰逢其时，水到渠成。
At present
both sides are satisfied with the smooth development of their relations
and both are full of expectations for the future growth of such relations. China and Africa agree that cooperation with each other serves the needs of both
and has tremendous potential and broad space. Such relations should keep pace with the times in a pioneering and innovative fashion
increase in quality and efficiency and move toward new and greater development. To this end
China and Africa agreed to elevate the 6th ministerial conference of FOCAC to a summit to jointly discuss the long-term strategy of cooperation under new circumstances. This is just as relevant as it is timely.

举办本次峯会首先是非洲国家的普遍期待。中非合作论坛是引领中非关系发展的一面旗帜。近年来，在论坛推动下，中非合作进入快车道，中国对非洲经济增长贡献率显著提升。非洲国家普遍看重中国改革开放30多年积累的丰富经验、充裕的资金、成熟的技术、性价比高的装备，希望加强同中国合作，搭乘中国经济发展的快车。
Firstly
this summit meets the mon aspirations of African countries. FOCAC is a banner guiding the development of China-Africa relations. In recent years
FOCAC has propelled China-Africa cooperation onto a fast track. China’s contribution to Africa’s economic growth has increased significantly. Many African countries attach importance to China’s rich experience
available funds
sophisticated technology and cost-effective equipment
accumulated after more than 30 years of reform and opening up. Their hope is to step up cooperation with China and get onboard the express train of China’s economic development.

一段时间以来，非洲国家领导人纷纷向中方表示，希望将这次在非洲大陆召开的论坛部长会升格为峯会，东道国南非总统祖马更是多次热情邀请习近平主席赴南非共同主持论坛峯会。为了回应非洲兄弟的强烈愿望，习近平主席欣然决定与会，与非洲各国领导人共叙友谊、共话合作、共谋发展，共同把中非友好合作关系提升到新的水平。
For quite some time
leaders of African countries have expressed to China their hope for elevating the ministerial conference to a summit. Moreover
President Zuma of South Africa
the hosting country
has extended cordial invitation on many occasions to President Xi Jinping to co-chair the FOCAC summit in South Africa. In response to African brothers’ strong aspirations
President Xi Jinping gladly agreed to attend the summit to renew friendship
discuss cooperation and pursue development together with African leaders to take China-Africa friendly relations and cooperation to a new height.

举办本次峯会也是中非关系发展的现实需要。近年来，非洲总体形势稳定，经济发展呈现良好势头，一些非洲国家已进入经济增长最快的国家行列。非洲各国正在抓住机遇，积极加快工业化进程，奋力追赶世界发展的潮流。中国已成长为世界第二大经济体，工业化逐步进入成熟期，一批优势产业产能需要走向海外。双方务实合作经过这些年的发展，已经进入一个需要提质增效、全面推进的新阶段。
The FOCAC summit also meets the real need of China-Africa relations. In recent years
Africa has enjoyed overall stability and sound momentum of economic development. Some African countries have been among the fastest in terms of economic growth. African countries are seizing the opportunities to accelerate the industrialization process and strive to catch up with the tide of world development. China has bee the world’s second largest economy. Its industrialization is gradually maturing. A number of strong industries and production capacity need to access international markets. After years of development
China-Africa practical cooperation has entered a new stage where we need to seek higher quality and more effective and all-round development.

中国不仅有条件、有能力通过合作助推非洲加快工业化进程，更有意愿有诚意支持非洲实现自主可持续发展。非洲国家则越来越把中国视为最为重要和可靠的合作伙伴。在这样的形势下召开中非峯会，双方结合彼此需要、发挥各自优势，全面规划各领域、特别是非方关切的工业化、农业现代化等领域合作，必将为中非合作增添新的内涵和强劲动力。
China has the conditions and ability to help Africa in its industrialization process. We are sincere and willing to support Africa in realizing independent and sustainable development. African countries increasingly regard China as their most important and reliable partner of cooperation. The FOCAC summit
held in such a context
will enable the o sides to adapt to each other’s needs
draw on their respective strengths
and make prehensive plan on cooperation in various fields
particularly in industrialization and agricultural modernization that are of intense interest to Africa. All this will give new substance and impetus to China-Africa cooperation.

举办本次峯会还是巩固发展中国家团结的应有之义。当今世界处在大发展、大变革、大调整的重要阶段，发展中国家在国际和地区事务中的地位和作用日益上升。而现今国际格局和国际治理体系并没有充分反映这一变化。中非同属发展中国家，在诸多国际和地区问题上拥有共同语言和相近立场。
The FOCAC summit is a necessary step to consolidate unity of developing countries. The world today is going through major development
transformation and readjustment. Developing countries have gained rising status and greater role in international and regional affairs. However
the current international structure and international governance system is yet to be fully reflective of these changes. Both China and African nations are developing countries. We hold mon views and similar positions on many international and regional issues.

中非人口加起来超过24亿，占世界三分之一多。加强中非合作不仅有利于促进中非各自发展，为世界和平与发展事业作出重要贡献，也有利于加强南南合作，维护发展中国家的整体利益，推动世界格局向更加均衡和合理的方向发展。中非再次举办峯会，将有力彰显发展中国家团结合作的力量，并向世界发出中国和非洲共同求和平、促发展、谋合作的时代强音。
China and Africa’s population adds up to more than 2.4 billion and accounts for over a third of the world’s total. Stepping up China-Africa cooperation not only contributes to China and Africa’s development
which is conducive to world peace and development. It also helps step up South-South cooperation
uphold the interests of developing countries as a whole
and make the international order more equitable and reasonable. China and Africa holding the second FOCAC summit will demonstrate developing countries’ strength of unity and cooperation
and send a strong signal of China and Africa working together for peace
development and cooperation.

The theme of the uping summit is China and Africa Progressing Together: Win-Win Cooperation for Common Development.

第一关键词是携手并进，这一理念植根于中非之间源远流长的传统友好与相互支持。早在15世纪初，中国航海家郑和的船队就曾四次到达非洲东海岸。那时的中国是世界第一强国，我们给非洲带去了丝绸和瓷器，带去了友好和善意，没有抢占非洲的一寸土地，也没有带回来一个奴隶。
The first keyword is progressing together. This spirit is rooted in the long-standing traditional friendship and mutual support beeen China and Africa. Early in the 15th century
China’s navigator Zheng He headed his fleet and arrived at the east coast of Africa for four times. That was a time when China was the strongest in the world. What they brought to Africa were silk and porcelain
and friendship and goodwill. They did not grab an inch of land. Nor did they ever take back one single slave.

中非从来都是命运共同体，共同的事业和追求把我们紧紧地连在一起。
China and Africa have always been in a munity of shared future. Our mon cause and mon aspiration have bonded us closely together.

我们不会忘记，上世纪中叶，率先赢得民族解放的中国人民全力支持非洲国家反对霸权主义、反对殖民主义和争取民族独立和解放的正义斗争，双方结下了深厚友谊。周恩来总理历时两个月访问非洲10国，同非洲领导人共叙友情、共商合作，留下许多感人至深的佳话，至今仍然鼓舞人心，被世人称颂。
We will never fet that in the middle of the last century
the Chinese people
after winning national liberation
gave full support to African countries in their just struggle to oppose hegemonism
colonialism and to gain national independence and liberation. The o sides fed deep friendship. Premier Zhou Enlai used to spend o months for his visit to 10 African countries
to promote friendly ties and cooperation with Africa
leaving behind touching stories which continue to inspire future generations of the world.

我们不会忘记，中国、坦桑尼亚和赞比亚人民依靠自己的力量，克服重重困难，用不到6年的时间建成了举世瞩目的坦赞铁路，完成了这项被世人称为“不可能完成的任务”，极大支持了非洲兄弟打破种族隔离制度封锁的努力，为南部非洲国家的民族独立和解放作出了重要贡献。为了修建坦赞铁路，65名中国建设者长眠于非洲大地，他们用生命筑就了中非友谊的丰碑，这份对非洲土地的热爱激励着一代又一代青年人投身中非友好合作。
We will never fet that the people of China
Tanzania and Zambia relied on their own strength
overcame multiple difficulties and built the world-renowned Tazara Railway in less than six years
a project that many people deemed a “mission impossible”. It played a big role helping our African brothers smash the blockade imposed by the apartheid regime and gain national independence and liberation in southern Africa. Sixty-five Chinese workers gave their lives for the construction of the railway and were laid to rest on the African continent
building a monument of China-Africa friendship. Such passion for Africa inspired generations of young people to give themselves to continued friendship and cooperation beeen China and Africa.

我们不会忘记，非洲的兄弟们顶住巨大压力，坚定支持新中国恢复在联合国合法席位，有力提升了发展中国家在安理会的地位和份量。非洲国家代表在会议现场相拥欢庆的画面已永远定格在中非人民的记忆里。
We will never fet that our African brothers
withstanding tremendous pressure
firmly supported New China in restoring its lawful seat at the United Nations
which greatly enhanced the standing and weight of developing countries at the UN Security Council. The moment of African representatives celebrating at the UN headquarters will always be cherished by the Chinese and African people.

我们不会忘记，去年，埃博拉疫情在西非地区爆发肆虐。当国际航线纷纷停飞时，中国租用包机横跨三大洲、飞越大半个地球送去疫区人民急需的物资；当有些国家人员不断撤离疫区时，中国派出了最顶级的医疗专家和人员，同疫区人民并肩战斗、共克时艰。[/cn
We will never fet that
last year
when the Ebola epidemic wrecked havoc in West Africa and many international airlines stopped flying there
China rented chartered planes flying half of the globe across three continents to deliver materials urgently needed by people in the epidemic-stricken areas. When some countries were evacuating their people
China was sending in top-level experts and medical workers to join the local munities in fighting against Ebola.

[cn]中国有首很受欢迎的歌曲，歌名叫《牵手》。里面有几句歌词是这样的：“因为路过你的路，因为苦过你的苦，所以快乐着你的快乐，追逐着你的追逐。”我认为这首歌用来形容中非关系也十分贴切。中非人民遭受过相近的苦难，都走过艰辛的历程，所以能够心灵相通，患难与共，携手追逐共同的目标与梦想。
There is a popular Chinese song named “Hold Your Hands”. The lyrics go like this
“Because I traveled the path you have traveled and suffered the pain you have suffered
I share your joy and pursuit.” I think it can also be borrowed to describe the relations beeen China and Africa. Chinese and African people have suffered from similar scourge
and both have traveled a path fraught with hardship. That is why we are able to understand each other
share weal and woe and join hands in pursuing the same goal and same Dream.

第二个关键词是合作共赢，这一理念为中非关系发展提供着强大动力。习近平主席明确提出构建以合作共赢为核心的新型国际关系，在此过程中，非洲朋友始终是中国最重要的合作伙伴，而中非合作也历来是发展中国家间共赢发展的成功典范。中国已经连续6年成为非洲第一大贸易伙伴国。2014年中非贸易额达到2200亿美元，是2000年中非合作论坛启动时的22倍，占非洲对外贸易总额的比例由3.82%上升至20.5%。当前，中国对非投资存量超过300亿美元，是2000年论坛启动时的60倍，近年年均增速保持在20%以上。现有3000多家中国企业在非洲投资兴业，2014年中非人员往来超过360万人次。
The second keyword is win-win cooperation
a concept that injects strong impetus to the development of China-Africa relations. President Xi Jinping proposed in explicit terms the building of a new type of international relations featuring win-win cooperation. As we endeavor to achieve this goal
African friends remain the most important cooperation partners for China and China-Africa cooperation could serve as a good example of win-win development beeen developing countries. China has been Africa’s largest trading partner for six years straight. In 2014
trade beeen China and Africa topped 220 billion US dollars
22 times higher than where it stood in 2000 when FOCAC was launched. It accounted for 20.5% of Africa’s total foreign trade
up from the original 3.82%. As we speak
China’s investment stock in Africa has exceeded 30 billion US dollars
60 times that of the year 2000 and keeping an annual growth rate at above 20% in recent years. There are more than 3
000 Chinese enterprises doing business in Africa. In 2014
more than 3.6 million mutual visits were made beeen China and Africa.

中非合作是互利的合作。中方从不以单方获利为目标，而是致力于非洲实现自主可持续发展，为帮助非洲破解基础设施建设滞后和人才不足两大发展瓶颈，中方为此作出了巨大努力。截至2015年9月，中国通过援助和融资在非洲已建和在建铁路5675公里，公路4507公里。中国援助和融资建设各类学校200多所，每年向非洲提供7000多个政府奖学金名额，举办100多个技术管理研修和培训班，中非合作论坛建立以来已经共为非方培训各类实用人才超过8.1万人次。
Cooperation beeen China and Africa is mutually beneficial. Instead of seeking unilateral gains
China is mitted to promoting independent and sustainable development in Africa and helping Africa address problems of inadequate infrastructure and skilled personnel
o bottlenecks hindering development. China has made tremendous efforts toward this end. As of September 2015
there were a total of 5
675 kilometers of railway and 4
507 kilometers of road in Africa built or being built by China through aid or financing support. China has built more than 200 schools in Africa using aid or financing support. Every year
China provides more than 7
000 government scholarships to Africa and hosts more than 100 workshops and training sessions on technologies and management. Since the inception of FOCAC
China has trained more than 81
000 professionals in various fields for the African side.

中非合作是全面的合作。中方在帮助非洲发展经济的同时，也更加重视为非洲持久发展创造和平稳定的环境。中国一直是非洲和平与安全事务的积极参与者、支持者、贡献者。中国坚定支持非洲人以非洲方式解决非洲问题，是安理会五常中派出维和人员最多的国家。中国已参加16项在非洲维和行动，累计派出维和人员近3万人次，在亚丁湾和索马里海域的护航自2009年以来从未停止。今年9月，习近平主席出席联合国维和峯会时宣布，今后5年中国将向非盟提供总额为1亿美元的无偿军事援助，用于支持非洲常备军和危机应对快速反应部队建设，为非洲和平安全事务发挥更大建设性作用。几天前，马里发生劫持人质的暴恐事件，其中有3名中国公民不幸遇难，他们都是长期致力于帮助非洲发展、促进中非合作的工程技术人员，我们对此感到痛心。中方将在继续推进中非务实合作的同时，也加强双方在反恐和打击极端主义方面的合作。无论遇到什么样的困难，中国人民都将坚定地与非洲人民站在一起，因为我们是好朋友、好伙伴，更是手足情深的好兄弟。
China-Africa cooperation is all-round cooperation. When helping Africa grow its economy
China pays more attention to fostering a peaceful and stable environment for sustained development in Africa. China participates in
supports and contributes to peace and security affairs in Africa. China firmly supports the people of Africa in finding African solutions to African problems. China has sent more peacekeepers to Africa than the other four permanent members of the Security Council. China has taken part in 16 peacekeeping operations in Africa
and sent a total of nearly 30
000 peacekeepers. Since 2009
Chinese escort missions have never stopped in the Gulf of Aden and off the waters of Somalia. In September this year
President Xi Jinping announced at the UN Peacekeeping Summit that in the ing five years
China will provide a total of 100 million US dollars of free military aid to the AU to support the building of the African Standby Force and the African Capacity for Immediate Response to Crisis
with a view to playing a bigger and more constructive role in peace and security in Africa. We were saddened by the killing of three Chinese citizens in the terrorist attack in Mali a few days ago. They were engineers and technicians who had been there over the years to help Africa’s development and promote China-Africa cooperation. Going forward
while advancing its pragmatic cooperation with Africa
China will also strengthen cooperation in fighting terrorism and extremism. Whatever the difficulties
the Chinese people will always stand on the side of the African people
because we are good friends
good partners and good brothers.

中非合作建立在平等自愿基础上，中方从不附加政治条件，从不提强人所难的要求，从不干涉非洲国家的内政，从不向非洲兄弟开空头支票。中非合作绝不走传统大国的老路，绝不以牺牲非洲的生态环境和长远利益为代价。对于这些，没有人比广大非洲人民心里更清楚，任何戴着有色眼镜甚至别有用心地看待中非合作的言论在大量的事实面前都是苍白无力的，都将遭到中非人民的共同抵制。
China-Africa cooperation is built on an equal-footed and voluntary basis. China never attaches political conditions to its assistance to Africa
never asks for anything that is impossible or unacceptable to Africa. China never interferes in the internal affairs of African countries and never makes empty promises to its African brothers. China will never follow the same path traveled by traditional powers in its cooperation with Africa
nor do anything at the expense of the environment or long-term interests of Africa. No one knows better than African people that any observation on China-Africa cooperation
made through colored glasses or out of ulterior motives
pales before a huge amount of facts and will never be acceptable to the Chinese and African people.

第三个关键词是共同发展，这一理念将为中非关系开辟美好愿景。发展经济、改善民生是中非双方面临的共同任务。当前，中国已进入全面建成小康社会的决胜阶段，正在朝着实现民族复兴的“中国梦”奋勇前行。10月底，中国共产党召开第十八届中央委员会第五次会议，审议通过了《中共中央关于制定国民经济和社会发展第十三个五年规划的建议》，提出了下阶段中国经济社会发展的新目标、新思想。我们将牢固树立并切实贯彻创新、协调、绿色、开放、共享这五大发展理念，保持经济6.5%以上的增长，到2020年实现国内生产总值和城乡居民人均收入比2010年翻一番，并使所有贫困人口全部脱贫。随着中国加快转变经济发展方式，新型工业化、信息化、城镇化、农业现代化持续推进，中国经济将持续释放强大发展潜力，中国对外开放也将进入新的发展阶段。未来5年，中国预计将进口10万亿美元以上商品，对外投资将超过5000亿美元，旅游等出境人数将超过5亿人次。中国经济保持中高速增长，对非洲和世界都将是重大机遇。

a concept that opens up brighter prospects for China-Africa relations. To grow the economy and improve people’s lives are the mon tasks facing China and Africa. China has e to the crucial stage for pleting the building of a moderately prosperous society in all respects and is striving for the realization of the Chinese dream of national renewal. At the end of October
the Communist Party of China held the fifth plenum of the 18th CPC Central Committee. It reviewed and adopted the Proposal by the CPC Central Committee on the 13th Five Year Plan on National Economic and Social Development
which put forward new objectives and ideas for China’s economic development in the next stage. We will establish and implement in real earnest the concept of innovative
coordinated
green
open and shared development
maintain a growth rate of over 6.5%
double the GDP and per capita ine for both urban and rural residents by 2020 on the basis of the 2010 figures and endeavor to lift everyone in the country out of poverty. As China accelerates the shift of its development model
and continues to promote a new type of industrialization
IT application
urbanization and agricultural modernization
the Chinese economy will unleash even more potential and its opening up will enter a new stage. In the ing five years
China is expected to import over 10 trillion US dollars worth of goods
invest over 500 billion US dollars overseas
and more than 500 million Chinese tourists will travel abroad. A medium-high growth rate of the Chinese economy means great opportunities for Africa and the world.

非洲正根据《2063年议程》描绘的“非洲梦”，联合自强、发展振兴。“中国梦”和“非洲梦”完全可以实现对接。中国在发展经验和生产要素方面的相对优势，与非洲在自然人力资源和巨大市场方面的比较优势结合起来，将形成巨大合力，产生“1+1大于2”的强大效应。中非双方完全有条件、有能力、有信心在共同发展的伟大进程中携手同行，共创繁荣、富强、文明、进步的美好未来。
African countries are now joining hands in chasing the African Dream of greater strength and prosperity through unity as envisioned in the Agenda 2063. The Chinese Dream and the African Dream very well synergize with each other. China enjoys relative advantages in development experience and production factors. This
bined with Africa’s relative advantages in natural and human resources and its huge market
will produce tremendous synergy that is bigger than simply adding up the o parts. China and Africa have the conditions
capacity and confidence to progress together in the grand cause of mon development and build a brighter future of prosperity

论坛约翰内斯堡峯会筹备工作已基本就绪。习近平主席将在峯会开幕式上发表面向全非的主旨演讲，系统阐述中国发展对非关系的新理念、新政策、新主张，打出未来一段时期中非合作一系列重要举措。峯会将审议通过《中非合作论坛约翰内斯堡峯会宣言》和《中非合作论坛—约翰内斯堡行动计划(2016-2018年)》两个成果文件，阐述双方对中非关系以及重大国际和地区问题的看法和主张，并对未来3年中非各领域合作进行全面规划。习近平主席还将同与会非洲领导人在一系列多双边场合就双边关系和共同关心的国际和地区问题深入交换意见。
Now the preparations for the FOCAC Johannesburg summit have almost finished. President Xi Jinping will deliver a keynote speech addressed to the entire Africa at the opening ceremony. He will give a systematic account on China’s new concepts
policies and propositions for relations with Africa
and announce a series of major measures to advance China-Africa relations further down the road. The summit will review and adopt o oute documents
the Declaration of the Johannesburg Summit of the Forum on China-Africa Cooperation and the Forum on China-Africa Cooperation Johannesburg Action Plan (2016-2018). The o documents will expound on views and propositions of both sides on China-Africa relations as well as major regional and international issues
and map out cooperation in all areas for the ing three years. President Xi Jinping will have an in-depth exchange of views with African leaders on bilateral ties and regional and international issues of shared interest on both bilateral and multilateral occasions.

本次峯会将是一次继往开来的盛会。中非关系正站在新的历史起点上，在中国和非洲国家各自对外战略中的地位显著提高。中非双方都迫切希望中非关系能够再上一个新台阶。本次峯会上，中非领导人将回顾过去、展望未来，从全局和战略高度谋划新形势下的中非关系前景。我们期待中非关系的战略定位能实现一个新的提升，以充分反映中非关系的未来愿景，为中非合作全面发展注入新的动力。
The summit will build on past achievements and open up new horizons. China-Africa relations are at a new historical starting point
and occupy a stronger position on the external strategy of both China and African countries. It is the ardent hope of both sides that the relations will move up onto a higher plane. At the summit
Chinese and African leaders will review the past and envisage the future
and set out plans for future growth of China-Africa relations under new circumstances from a prehensive and strategic perspective. We expect the upgrading of the strategic definition of China-Africa relations to fully reflect the future vision and inject new impetus into the prehensive growth of China-Africa cooperation.

本次峯会将是一次深化合作的盛会。中方将契合当前中非合作的现实需要，出台加强对非全方位合作的新举措。围绕非洲面临最紧迫的加快工业化和农业现代化两大任务，着力破解基础设施滞后和人才不足两大瓶颈，重点帮助非洲国家构建工业化、粮食安全和公共卫生防控三大体系，相应解决就业、吃饭和健康三大问题。中方也将在产业产能转移、基础设施建设、人力资源开发、投资贸易便利化、绿色发展、金融服务、和平安全等领域提出一系列重大合作计划，着力推动中非务实合作从一般贸易向产能合作升级，从工程承包向投资经营升级，从援助主导向自主发展升级，实现中非双方共同发展和共同繁荣。
This summit will deepen cooperation beeen the o sides. China will announce new measures to strengthen its prehensive cooperation with Africa in line with real needs of China-Africa cooperation. At the moment
Africa faces o most urgent tasks
i.e. accelerating industrialization and agricultural modernization. We will support Africa to remove o major bottlenecks
namely
backward infrastructure and inadequate professional and skilled personnel. We will focus on helping African countries build three major systems of industrialization
food security as well as public health and disease prevention and control
to resolve three major issues of employment
food supply and health of the African people. Through initiating a series of major cooperation schemes in industrial and production capacity relocation
infrastructure development
human resources development
investment and trade facilitation
green development
financial services as well as peace and security
we will upgrade our practical cooperation
with focus shifting from general trade to production capacity cooperation
from project contracting to investment-based operation
and from government assistance to independent development
so as to achieve mon development and prosperity.

本次峯会将是一次聚焦民生的盛会。让广大非洲人民受益始终是中国开展对非合作的重要出发点和着眼点，只有这样，中非合作才能得到非洲人民的衷心拥护和支持，中非关系发展也才能具有越来越坚实的基础和保障。本次峯会将更加关注民生问题，更加注重对减贫领域投入，更加注重向最不发达国家以及妇女、儿童等需要扶助羣体倾斜。我们还将支持双方更多社会阶层、各行各业加强交流合作，鼓励更多人民羣众参与中非合作，分享合作成果，更加充分地体现论坛“共商、共建、共享”特点，并为论坛以及中非合作的长远发展提供源源不断的动力与活力。
This summit will focus on the betterment of the people. To ensure that the benefits reach the entire African population is the major purpose of China’s cooperation with Africa. This is the only way for China-Africa cooperation to win true support from the African people and for the growth of China-Africa relations to enjoy a solid foundation. This summit will focus more on people’s livelihood
pay more attention to input in poverty reduction
and lean towards the least developed countries as well as munities in greater need of help
such as women and children. We will support more exchanges and cooperation beeen various munities and sectors and encourage more people to take part in China-Africa cooperation and share the benefits. This will fully demonstrate FOCAC’s features of wide consultation
joint development and shared benefits
and provide lasting dynamism and vitality for long-term growth of the FOCAC.

only joint development is real development and only sustainable development is good development. The FOCAC summit will soon be unveiled. China and Africa will join hands to ensure rich outes at the summit to produce positive energy for peace and development of the whole world. China-Africa cooperation is an important part of international cooperation with Africa. The summit will send a strong signal to the international munity that China values
respects and supports Africa. We hope that it will continue to mobilize the international munity to increase confidence and investment in Africa. China supports diversification in Africa’s cooperation partners and is happy to see more cooperation from all parties of the international munity. We hope that Africa’s cooperation partners will honor their mitments and take credible steps to support Africa’s development. China is ready to work with all parties following the principle of cooperation being initiated
