记者从通知中看到，教育部门严禁学校以任何名目（包括家长委员会等）占用双休日、节假日、寒暑假组织学生集体补课或上新课。合理安排节假日期间的作业量，提倡布置探究性、实践性家庭作业，引导学生积极参加社会实践活动和生产劳动。在坚持自愿原则下，对高三年级学生，学校报教育主管部门批准后，可在假期安排适当的时间进行补习，并须提前公布补课时间和计划，接受家长、学生监督。但补习时间不得超过假期的三分之一，补课不得收费。
